This Sources Sought Notice is being posted as outlined in FAR 15.201(c)(3) and is intended only as a request for information to determine if an Indian Small Business Economic Enterprise (ISBEE) Set-Aside (specific to Department of Interior and Indian Health Service) or a Total Small Business Set-Aside can fulfill the requirements set forth below. This is not a solicitation and no reimbursement will be made for any costs associated with providing information in response to this notice. Background The Albuquerque Area Indian Health Service (IHS) is seeking to enhance the competencies of federal financial personnel through professional training services. This initiative aims to improve financial reporting, compliance, and workforce capability within the Division of Accounting Services. Work Details The Contractor shall provide a combination of on-site and virtual training services leading to certification in Federal Financial Management Levels I–IV. The tasks include: 1. Level I Training (Base Year): - Introduction to Financial Management (24 hours) - Introduction to Federal Budgeting (24 hours) - Introduction to Federal Accounting (24 hours) - Internal Control Course (16 hours) - Appropriations Law (32 hours) Deliverable: Level I certification for 6 students. 2. Level II Training (Option Year 2): - Budget Execution (24 hours) - Budget Formulation (24 hours) - Congressional Budget Process (16 hours) - Decision Support Analytics (24 hours) - Planning, Programming, Budgeting and Execution (PPBE) (24 hours) Deliverable: Level II certification for 4 students. 3.
