See attached RFQ for a list of contract clauses that apply to the acquisition. 5. Quotes will be accepted via email to Stephanie.Begay3@ihs.gov until 12:30 pm MT on Thursday, March 26, 2026. 6. This is a total Indian Small Business Economic Enterprise (ISBEE) Set-Aside, with a cascading set-aside. Under the Buy Indian Act, 25 U.S.C. 47, through the transfer of authority from the Department of Interior to HHS, offers will be solicited from Indian Small Business Economic Enterprises (see HHSAR Subpart 326.6) that are also small business concerns. If there is not enough competition and/or reasonably priced offers received from the ISBEE set-aside, then quotes will be considered for award to other small business concerns. Any acquisition resulting from this cascading set-aside will be from such a concern as follows:

Background This solicitation is issued by the Department of Health and Human Services (DHHS), specifically the Albuquerque Area Indian Health Service (IHS). The purpose of this contract is to procure one forklift with a multi-year warranty for the Albuquerque Area IHS Warehouse. The current electric forklift is being phased out due to battery corrosion and limited storage space for the charging station. This acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE) and small business concerns. Work Details The contract requires the delivery of one (1) forklift with the following specifications: - Load Capacity: 5,000 lbs. - Mast Height: three stage, 83” / 189” - Power Type: LPG - Engine: Minimum 2.4L or equivalent industrial engine - Lift Type: Hydraulic - Safety Features: Back up alarm, Seatbelt, Lights - Tire Type: Solid Cushion suitable for warehouse use - Transmission: Power shift transmission - Fork Length: 42” - Adjustable Forks: Yes In addition to the forklift, the contractor must provide: 1. A warranty that meets specified requirements. 2. An operation/maintenance manual. 3. Training materials in either written or digital format.
