THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) TO ASSIST THE GOVERNMENT IN DETERMINING THE POTENTIAL FOR SET-ASIDE/RESTRICT COMPETITION FOR THIS REQUIREMENT. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The 482nd Contracting Flight at the Homestead ARB, FL, is conducting preliminary planning market research in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10 to obtain information from potential eligible and interested contractors for the acquisition of Wash and Lubrication Services for F-16C Aircraft. The Government is seeking to identify firms that can provide this service to Homestead ARB. The attached, Attachment 1 PWS (draft) represents the services required by Homestead Air Reserve Base. The applicable North American Industry Classification System (NAICS) code is 488190, Other Support Activities for Air Transportation with a PSC code of J051. Please review this announcement, the attachment, in its entirety. Any qualified and interested companies responding to this announcement must be able to support all areas. NO partial support responses from industry will be accepted. The contractor shall provide all personnel and materials needed in accordance with the requirement included in this posting. The Government is seeking qualified firms who possess both the capability and experience to provide the supplies that are needed. This is a draft PWS, feedback from industry is welcome/encouraged. The Government is requesting that interested concerns furnish the following information:

CAPABILITIES STATEMENT

Interested parties must submit a Capabilities Statement that address the following: (1) Company name, address, point of contact, telephone number and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, economically disadvantaged woman-owned small business, HubZone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 488190 Other Support Activities for Air Transportation. The small business size standard has an annual gross receipt of $40 million. (3) If registered in the Federal Government's System for Award Management (SAM), located at https://www.sam.gov, please provide company CAGE code. Note: The Federal Government requires registration in SAM prior to an award of a contract or agreement. (4) GSA Schedule Number, if applicable. (5) Evidence that the interested party is fully capable of providing ALL of the required services and as such may contain any information that the interested party feels is relevant.

Background The 482nd Contracting Flight at Homestead Air Reserve Base (ARB), Florida, is conducting preliminary market research to identify potential contractors for Wash and Lubrication Services for F-16C Aircraft. The goal of this contract is to ensure that qualified firms can provide the necessary services to maintain the aircraft in compliance with established guidelines. This sources sought notice aims to gather information on interested contractors and their capabilities, particularly focusing on their size classifications (small business, large business, etc.). Work Details The contractor shall provide all personnel and materials necessary to perform complete aircraft exterior washes, pre-wash preparations, post-wash procedures, and lubrication services for assigned F-16 aircraft. The anticipated workload includes washing between one (1) and four (4) aircraft per week, with a maximum allowable time of 8 hours per aircraft wash. The contractor must coordinate with the Contracting Officer's Representative (COR) for any additional time required due to unforeseen circumstances. All washes must comply with Technical Orders (TOs) and Department of the Air Force Instructions (DAFIs). The contractor is responsible for ensuring that all labor, supervision, and services meet the quality standards outlined in the Performance Work Statement (PWS). Additionally, contractor employees must adhere to safety protocols and utilize appropriate personal protective equipment during operations. The contractor will also be required to document all wash and lubrication tasks in the Maintenance Information System (MIS) and submit weekly reports detailing completed work.
