This Justification and Approval for Exception to Fair Opportunity is hereby posted in accordance with Federal Acquisition Regulation (FAR) 16.507-6(b)(2), FAR Class Deviation 26-04, Rev. 1 for FAR Part 16. The sole source interim task order for Document Management Services is issued in accordance with 16.507-6(b)(2), only one awardee is capable of providing the services required.

Background The Transportation Security Administration (TSA), Enrollment Services & Vetting Programs (ESVP), and Contracting and Procurement (C&P) are issuing a task order for Document Management Services (DMS) under a sole source justification. The DMS is critical for conducting Security Threat Assessments (STA) to identify potential threats to the nation's transportation system and critical infrastructure. The TSA intends to award a Firm Fixed Price interim task order to ILM Corporation of Virginia, Inc. (ILM) under their GSA Multiple Award Schedule to continue support for DMS, which is essential for maintaining electronic files of applicant case correspondence. Work Details The contractor will provide document correspondence and mailing services in support of the ESVP mission. This includes: - Receiving incoming documents from applicants - Converting documents to electronic format - Uploading these documents to the Vetting and Credentialing System (VCS) or Technology Infrastructure Modernization (TIM) systems - Preparing outgoing correspondence for mailing. The DMS supports various TSA programs including the Hazardous Material Endorsement Program, Transportation Worker Identification Credential Program, Aviation Workers Program, DCA Access Standard Security Program, Full All Cargo population, Indirect Air Carrier population, Certified Cargo Screening Program population, and TSA Pre✓® population. The services are necessary to ensure continuous operation without disruption that could impact national security. Period of Performance The estimated period of performance is 2 years, consisting of a 12-month base period from March 1, 2026, to February 28, 2027, followed by two optional periods of 6 months each. Place of Performance The contract will be performed at ILM's location: 1551 Jefferson Davis HWY Suite 200, Fredericksburg, VA 22401.
