Background The Department of Adult Correction (NCDAC), through its North Carolina Correction Enterprises (NCCE), is seeking a joint venture partner to design, implement, and operate a customized offender direct package program. This program aims to deliver packages to offenders on a continuous and/or quarterly basis while providing training and job skills that align with NCCE's mission. The initiative is intended to be part of the Prison Industry Enhancement Certification Program (PIECP). Work Details The vendor will be responsible for: 1. Designing an approved product menu for periodic package programs, including food, apparel, electronics, and health products. 2. Providing sample menus and pricing from prior programs. 3. Collaborating with NCCE on program frequency and delivery schedules. 4. Offering training opportunities in supply chain management. 5. Managing the ordering process through various methods such as telephone, mail, email, and website. 6. Processing payments via major credit cards, checks, money orders, and cash while ensuring compliance with GAAP standards. 7. Providing customer service support through a U.S.-based call center with bilingual representatives. 8. Implementing a detailed project plan for venture operations including quality control methods and financial analysis of projected sales. Period of Performance The contract will commence upon selection of the vendor and is expected to operate continuously with quarterly assessments. Place of Performance The services will be performed primarily at the NC DAC Correction Enterprises Office in Raleigh, NC, with delivery to various state prison facilities across North Carolina.
