The Department of Health Services (DHS), Division of Medicaid Services (DMS) intends to procure EPMO vendor to provide the Medicaid enterprise vision and organizational support for project staff during both the planning & Design Development and Implementation (DDI) phases of the project along with the Maintenance and Operations (M&O) phase of the project. These services are required as part of the Federally modular Medicaid Management Information System.

Background The Department of Health Services (DHS), Division of Medicaid Services (DMS) is seeking to procure Enterprise Project Management Office (E-PMO) services. The goal is to provide organizational support for project staff during the planning, design development, implementation phases, and maintenance and operations of the Medicaid enterprise. This initiative is part of the Federally modular Medicaid Management Information System aimed at enhancing project governance and management within DHS's Medicaid operations. Work Details The E-PMO Vendor will be responsible for: 1. Global E-PMO Services Requirements including templates, documentation, and meeting management. 2. Contract Administration to manage the contractual relationship with DHS. 3. E-PMO Staffing aligned with DHS business requirements. 4. MES Portfolio Management to support project identification, selection, and prioritization that aligns with DMS goals. 5. MES Project Management including project management methodologies and software development life cycle processes. 6. Advance Planning Document (APD) Management to secure Federal funding approval. 7. MES Certification Management for compliance with CMS requirements. 8. Technical Advisory Services for systems like CARES Eligibility & Enrollment system. Period of Performance The contract will be effective from the date indicated on the purchase order or execution date and will run for two years, with options for three additional one-year terms upon mutual agreement. Place of Performance Services must be performed within the contiguous United States, with all data protected according to state regulations regarding Protected Health Information (PHI) and Personally Identifiable Information (PII). Bidder Requirements Bidders must not hold contracts listed in Table 3 of the RFP related to MES or Eligibility & Enrollment systems, nor have assisted in developing the E-PMO RFP or provided professional services related to these systems. Vendors must also comply with Wisconsin Supplier Diversity Program certifications for Minority Business Enterprises (MBE) or Disabled Veteran-Owned Businesses (DVB).
