Background The Maritime Administration is seeking capable vendors to provide comprehensive maintenance and repair services for three (3) 300KVA portable transformer units. This initiative aims to ensure the operational efficiency and reliability of these transformers, which are critical for the agency's mission. Work Details The vendor will implement a predictive maintenance schedule to prevent unplanned outages, ensuring environmental integrity by containing dielectric fluids and complying with EPA spill prevention standards. The maintenance must align with energy efficiency standards as per 10 CFR Part 431. Responsibilities include: - Removing transformers from JRRF for inspection, repair, and testing at the contractor's facility. - Conducting oil analysis and testing for moisture content, dielectric strength, gas buildup, and PCB presence. - Checking and adjusting oil levels. - Replacing identified parts such as HV connectors and associated wiring. - Inspecting fuse drawers, connectors, bushings, and ensuring all doors and enclosures are in good condition. - Cleaning internal and external surfaces of the transformers. - Conducting tests including Dielectric, Turns Ratio, and “Meggering” of connectors. - Providing a written report of all findings including test results. - Transporting the transformers back to JRRF upon completion of work. Place of Performance The contract will be performed at the contractor's facility after transporting the transformers from JRRF located at JBLE Ft. Eustis, VA.
