The specific goal of this ITN is to identify and engage one Vendor to provide the best value to the Department based on several factors, including: (i) prior relevant experience, (ii) quality of personnel and resources used to provide the Services, (iii) proposed methods for delivering the Services, and (iv) contractual terms and pricing for the Services.

Background The Florida Department of Revenue (FDOR) is designated as the state Title IV-D agency responsible for the Child Support Program. The State Disbursement Unit (SDU) processes collections and disbursements for child support cases enforced by FDOR under Title IV-D of the Social Security Act. The SDU is also responsible for non-IV-D cases where support obligations are paid through income withholding. The goal of this Invitation to Negotiate (ITN) is to identify a vendor that can provide SDU services, ensuring efficient collection and disbursement of child support payments. Work Details The contractor will provide a range of services including: - Receipt Processing: managing lockbox operations and processing payments from various sources. - Exception Processing: handling unidentified items and misapplied payments. - Bank Deposits: daily deposits into interest-bearing accounts. - Disbursement Processing: creating and managing disbursement files, issuing checks, and handling direct deposits. - Banking Services: managing SDU-related bank accounts. - Reconciliation: ensuring all transactions are accounted for. - Customer Service: providing call center support and online payment access. Specific tasks include maintaining security over payment processing, notifying FDOR of any issues in processing, managing returned deposit items, and providing detailed reports on financial activities. Period of Performance The contract is anticipated to have an initial term of five years with options for renewal up to five additional years. Place of Performance Services will be performed at the Florida Department of Revenue's facilities in Tallahassee, FL, with operations involving multiple locations for mail pickup and processing.
