Background This solicitation is issued by the United States Department of Agriculture (USDA), specifically the Animal Plant Health and Inspection Service (APHIS) for the National Bio and Agro Defense Facility (NBAF) located in Manhattan, Kansas. This contract aims to secure a routine supply of dry ice necessary for various NBAF missions to protect agriculture and public health against serious animal diseases. Work Details The contractor will provide dry ice deliveries as specified below: 1. Dry ice pellets must be manufactured, processed, packed, transported, and stored according to applicable regulations including CFR Title 40, Section 173.217 and Title 21, Section 184.1240. 2. Deliveries will consist of 5/8" to 3/4" dry ice extruded pellets in quantities ranging from 100 pounds to 2,500 pounds per week based on laboratory needs. 3. Deliveries are to be made to the NBAF facility at 1525 Discovery Way, Manhattan, KS 66502 between 7:30 AM and 3:30 PM Monday through Friday. 4. The vendor must deliver in durable boxes capable of holding up to 50 pounds and via insulated containers that can transport up to 1,000 pounds. 5. Emergency rush deliveries may be required on short notice with completion within 48 hours of notification. 6. The estimated quantities over the contract periods are as follows: - Base Period: Award - 9/30/2026: 20,000 Pounds - Ordering Period Two: 10/01/2026 - 9/30/2027: 24,000 Pounds - Ordering Period Three: 10/01/2027 - 9/30/2028: 28,000 Pounds - Ordering Period Four: 10/01/2028 - 9/30/2029: 32,000 Pounds - Ordering Period Five: 10/01/2029 - 9/30/2030: 36,000 Pounds - Ordering Period Six: 10/01/2030 - 3/30/2031: 18,000 Pounds. Period of Performance The total duration of this contract shall not exceed five years with multiple ordering periods starting from the award date. Place of Performance Deliveries will be made to the USDA APHIS NBAF Transshipping facility located at 1525 Discovery Way, Manhattan, KS 66502.
