NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: there is only one source for the procurement item; transitional costs are a significant consideration in selecting a procurement item; or the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. Background The Utah Office of Energy Development (OED) is tasked with developing a strategic energy plan to achieve the state's energy policy as mandated by Utah Code 79-6-401. In light of significant changes in Utah's energy landscape, OED seeks to engage a consultant to support its Policy and Research Team in conducting an updated Transmission Need Assessment. This assessment aims to strengthen Utah's electric grid and inform regulatory, siting, and investment decisions for various stakeholders. Work Details The consultant will conduct a rigorous study that includes: (1) defining plausible future system pathways reflecting Utah’s priorities, including the Operation Gigawatt initiative; (2) determining the necessary transmission capacity and configurations for a 15-year planning horizon; (3) delivering detailed project-specific information about transmission expansion. The scope includes stakeholder engagement, scenario design and pathways development, capacity assessment, solution analysis for identified constraints, corridor and routing analysis, and a transmission benefit study. Deliverables include scenario matrices, maps of transmission capacity, technical justifications for proposed solutions, GIS-based corridor analyses, and comprehensive reports summarizing findings. Period of Performance The estimated duration for completing the work is approximately 24 weeks from the 'Notice to Proceed'. Place of Performance The work will be performed in Utah. Bidder Requirements The contract is intended to be awarded as a sole source to Energy Strategies due to their unique possession of proprietary data from previous studies and their established methodology. No other vendors possess the necessary historical data or regional insights required for this assessment.
