Background The State of Delaware, Office of Management and Budget, Division of Facilities Management is issuing this solicitation for the construction of a new maintenance pole barn at the Baylor Women’s Correctional Institution. The goal of this contract is to provide a facility for the storage and maintenance of small equipment, which supports the operational needs of the institution. Work Details The project scope includes the construction of a new 1,500 sq.ft., one-story pole barn building with an additional 600 sq.ft. storage mezzanine. Specific work includes: - Construction of a small dog kennel; - Installation of concrete slabs; - Wood structure; - Metal siding and roofing; - Aluminum-clad windows; - Plumbing; - Electrical systems; - HVAC. Period of Performance The contract work is expected to be performed from the date of award until completion, with bids due on April 9th, 2026. Place of Performance The construction will take place at the Baylor Women’s Correctional Institution located in Delaware. Bidder Requirements Bidders must attend a mandatory pre-bid meeting on March 24th, 2026, and a pre-bid site visit on April 1st, 2026. Each bid must include bid security equivalent to ten percent of the bid amount. The successful bidder must post a performance bond and payment bond equal to 100 percent of the contract price upon execution.
