Background The Iowa Army National Guard's Midwest Counterdrug Training Center (MCTC) is seeking quotes for a K-9 Drug Detections Enhancement Course. MCTC is one of five National Guard Counterdrug training programs that provides relevant curriculum focused on counternarcotics and counter transnational organized crime (CTOC). The center aims to support federal, state, and local law enforcement agencies with training that enhances national security and addresses drug trafficking issues. The course is designed to meet the objectives of various national counternarcotics strategies. Work Details The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to design, develop, and instruct a K-9 Drug Detections Enhancement course. The course will cover topics including: - Selection and training of Narcotic Detector Dogs - Theory of odor dispersion - Setting up training aid containers - Keeping training records - Upkeep training of K-9 - Canine drives - Canine communications - Case law - Solutions to problem canines - Search strategies and patterns - Training strategies - Real street search strategies. The contractor must also administer pre-tests and post-tests to assess students' knowledge before and after the course. Practical exercises will be incorporated to simulate K-9 detection situations. The contractor is required to provide a student manual for each iteration of the course, which must be professionally developed and include the MCTC logo. Place of Performance The services will primarily be conducted at the MCTC main campus at Camp Dodge in Johnston, Iowa, as well as other locations within the MCTC service area covering 54 states and territories.
