Note* All participates are required to register for the event using the link above regardless if they attending in person or via Microsoft Teams. Why: The Middle East District seeks innovative and comprehensive ADDM that fundamentally transform how we approach project development and execution. We are challenging our industry partners to propose holistic solutions that integrate novel design concepts, cutting-edge construction techniques, and progressive project delivery frameworks. Our problem statement is: How can USACE and Industry collaboratively structure and execute projects to significantly reduce delivery schedules, improve cost-effectiveness, and enhance the overall quality and life-cycle value of our infrastructure, moving beyond the limitations of our current delivery models of Design-Bid-Build (D-B-B) or Design-Build (D-B)? The United States Army Corps of Engineers (USACE) is committed to delivering vital public and military engineering services in an increasingly complex and dynamic environment. Our traditional design-bid-build and even design-build project delivery models, while historically successful, face growing pressure from accelerated timelines, constrained budgets, and the need for greater innovation to solve the nation's toughest engineering challenges. In addition to registering for the event, please return the attached Questionnaire to the USACE Points of Contact (see below) via email. Please submit the completed questionnaire attached with this notice along with any topic related feedback and/or written products to LTC Jerry Andes II at jerry.o.andes@usace.army.mil; SFC Igor Malyshev at igor.d.malyshev@usace.army.mil, and Jeanette Farrell at Jeanette.M.Farrell@usace.army.mil, no later than (NLT) 4:00 PM EDT on 20 March 2026. Use the Subject Line: Town Hall with Industry - March 2026-Topic Feedback. Thank You.

Summary (Newest Update)

Background The United States Army Corps of Engineers (USACE), specifically the Middle East District, is hosting a Town Hall with industry experts in Architect/Engineering and Industrial Construction. The goal of this event is to discuss innovative Alternate Design and Delivery Methodologies (ADDM) that can transform project development and execution, moving beyond traditional Design-Bid-Build (D-B-B) and Design-Build (D-B) models. USACE aims to address challenges such as accelerated timelines, constrained budgets, and the need for greater innovation in engineering services. Work Details The Town Hall will feature discussions on various ADDM approaches including Progressive Design-Build (PDB), Early Contractor Involvement, and Integrated Design and Construction (IDAC). Objectives include: 1) Educating the District on emerging methodologies by understanding how innovative design and delivery models are implemented successfully; 2) Identifying barriers to implementation within the CENTCOM Area of Responsibility (AOR), including business practices, market conditions, and cultural barriers; 3) Defining pilot project opportunities by scoping potential USACE projects suitable for novel collaborative methodologies. Participants will engage in discussions guided by specific questions related to each objective, focusing on successful delivery models, project-constructor integration, case studies, technology integration, and identifying red flags for collaborative models. Period of Performance The event is scheduled for March 26, 2026, from 8:00 AM to 4:00 PM EDT. Place of Performance The Doubletree Hotel by Hilton Front Royal Blue Ridge Shadows, 111 Hospitality Drive, Front Royal, VA 22630. The event will also be available online via Microsoft Teams.
