5 Ton Hvac System Replacement At Emporia Csc

Background

The Virginia Department of Motor Vehicles (DMV) is issuing this Unsealed Invitation for Bids (UIFB) to solicit qualified contractors for the replacement of a 5 Ton HVAC system at the Emporia Customer Service Center (CSC). The goal is to upgrade the existing heating and cooling system to ensure compliance with current standards and improve operational efficiency.

Work Details

The contractor will perform the following tasks: 1. **Condenser Replacement**: - Remove and dispose of the existing 5 Ton Condensing Unit, including refrigerant recovery. - Reuse compatible electrical circuits and control wiring. - Install a new 5 Ton 15 SEER Goodman or equivalent 3 Phase Heat Pump Condenser using R-32 or R-454B refrigerant. - Reconnect all electrical connections and control wires per manufacturer specifications. - Install new control wiring between condenser and air handler. - Upgrade breakers, fuses, or wiring as necessary. 2. **Air Handler Replacement**: - Remove existing air handler and install a new 5 Ton Goodman or equivalent unit with electric heat strips matching the KW ratings of removed strips. - Install a new metal drain pan with overflow protection. - Integrate existing Energy Recovery Ventilator (ERV) into the new air handler configuration. - Clear existing drain lines with an approved flush solvent. 3. **Thermostat Replacement**: Provide and install a new Honeywell 7-day non-WiFi programmable digital thermostat compatible with the new system. 4. **Air Filters**: Provide sufficient air filters for one change after installation. 5. **Start-Up and Commissioning**: Perform start-up of new equipment and provide maintenance personnel with a detailed report of operating pressures, along with all manuals and warranty paperwork in both hard copy and electronic format. 6. **Warranties**: One-year labor warranty on equipment from installation date; manufacturer's parts warranty included. 7. **Compliance**: All work must comply with applicable local, state, and federal codes. 8. **Site Clean-Up**: Dispose of all removed equipment off-site; clean work areas; seal wall penetrations caused by line sets, electrical lines, etc.; cover exposed line sets on outside walls. 9. **Surge Protection**: Install RectorSeal RSH-1203P and RSH-60 surge/phase protectors or approved equal on applicable equipment.

Period of Performance

The contract will be performed over a period of one year from the date of award.

Place of Performance

The work will be performed at the Emporia DMV located at 103 Commonwealth Blvd, Emporia, VA 23847.

Bidder Requirements

Bidders must be DSBSD-certified small businesses to qualify for this contract. They must possess a valid Virginia Contractor License, provide proof of insurance coverage as specified (including workers’ compensation), and have experience in similar projects.
