Summary (Newest Update)

Background The Alaska Industrial Development & Export Authority (AIDEA) is soliciting proposals for drilling field work at remote sites in Alaska to assist with the Ambler Access Project. This project aims to gather essential geotechnical data for the design of roadway, embankment, drainage, and bridge foundations. The work is investigative and does not involve permanent construction. Work Details The scope includes conducting a winter and summer drilling field program, which involves clearing helicopter landing zones, obtaining geotechnical and coring data, and delivering core samples to designated laboratories. Specific tasks include: - Winter Geotechnical Drilling: Helicopter-supported drilling at river crossings with nominal borehole depths of 100 feet. - Installation of thermistor wells for permafrost investigation. - Logging boreholes with detailed records including stratigraphy and groundwater observations. - Conducting snow and ice surveys at drill sites. - Phase 2 involves additional helicopter landing zone clearing for summer operations. - Phases 3 to 5 cover drilling at small/medium river crossings, material sites, and cut-slope sites respectively, each with specific borehole requirements and pricing structures. - Phase 6 includes laboratory analysis of collected samples if authorized. Period of Performance The contract will commence upon authorization by AIDEA, with specific phases being authorized individually based on funding availability and other conditions. Place of Performance Work will occur on lands managed by the Bureau of Land Management (BLM), State of Alaska, National Park Service (NPS), Northwest Arctic Borough (NAB), and private landowners in Alaska. Bidder Requirements Offerors must demonstrate a minimum of five years of experience in Arctic or permafrost geotechnical drilling, familiarity with regulatory compliance in Alaska, and the ability to produce technical reports. Key personnel must have relevant experience managing remote field operations.
