Opinions on contract types historically used in UP solicitations, including Fixed-Price with Prospective Price Redetermination (FP-PPR), Fixed-Price with Economic Price Adjustment (FP-EPA), and regulated tariff proposals, and their respective benefits or risks. 4. Addressing costs for Operations & Maintenance (O&M) and Renewals and Replacements (R&R), including concerns about R&R payments lagging behind necessary capital expenditures due to inflation over a 50-year period.
