Summary

This is a Sources Sought Notice for 516 BDE - Hawaiian Enterprise Service Contract (OUTSIDE PLANT (OSP) AND INSIDE PLANT (ISP) TELECOMMUNICATIONS INFRASTRUCTURE EMERGENCY RESTORATION AND REPAIR) SERVICE. 1. The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. 2. Although "proposal," "offeror," contractor, and "offeror" may be used in the sources sought notice, any response will be treated as information only. It shall not be used as a proposal. 3. Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restriction distribution with not be distributed outside of the Government, except as required by law. 4. Contractors shall answer the following questions: What are your concerns on the project that might not have been addressed in the Performance Work Statement (PWS)? What areas of the Performance Work Statement (PWS) could be clearer? Please recommend additional considerations not taken into account on the Performance Work Statement (PWS). 4. This Sources Sought is issued by Regional Contracting Office, Hawaii. The NAICS Code identified for this requirement is 238210 - Electrical Contractors and Other Wiring Installation Contractors. 5. Cursory market research has identified several businesses that may be able to provide for this requirement. Contractors able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Maletta Chan at maletta.a.chan.civ@army.mil. Part of the purpose of this sources sought is to identify small business companies capable of performing the requested services. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. Contractors shall also identify any Federal Supply Schedules that may carry the desired services. Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. Contractors shall include any relevant comments about the Attachment(s) if applicable: Performance Work Statement (PWS) Services of this requirement shall be performed with strict adherence to Federal, State and local regulations pertaining to Hawaiian Enterprise Services.

The anticipated period of performance is 1 June 2026 to 31 May 2027 with two six-month option periods: 1 Jun 2027 to 31 Dec 2027 and 1 Jan 2028 to 31 May 2028

Background This Sources Sought Notice is issued by the Regional Contracting Office, Hawaii, for the Hawaiian Enterprise Service Contract focusing on Outside Plant (OSP) and Inside Plant (ISP) telecommunications infrastructure emergency restoration and repair services. The U.S. Army in Hawaii requires comprehensive telecommunications and infrastructure support services to ensure mission success. The goal of this contract is to provide necessary personnel, management, and technical services to operate, maintain, and support the Army's telecommunications infrastructure in Hawaii. Work Details The contractor shall perform the following tasks: 1. Fiber, Cable, and Communications Infrastructure Support including Operations & Maintenance (O&M) of OSP communication cables, repair of copper and fiber splice cases, reporting third-party cable cuts, providing locating and toning services, and verifying Cable Action Requests. 2. Unified Communications (UC) and Voice Services including deployment and support for VoIP and Analog systems, physical setup support for voice gateways, and performing moves, adds, and changes for Unified Communications systems. 3. Heavy Civil Restoration which may include excavation, trenching, concrete-encased duct bank repair, manhole replacement, and surface restoration as required to restore service. 4. Cable Management and Administration including managing cable projects and maintaining data in SharePoint tracking existing network utilities. Period of Performance The anticipated period of performance is from June 1, 2026 to May 31, 2027 with two six-month option periods: June 1, 2027 to December 31, 2027 and January 1, 2028 to May 31, 2028. Place of Performance Performance may occur at various locations including Schofield Barracks, Wheeler Army Airfield, Fort Shafter, Tripler Army Medical Center, Red Hill, Pohakuloa Training Area (PTA), Helemano Military Reservation, and Aliamanu Military Reservation.
