Background The Naval Supply Systems Command Fleet Logistics Centers San Diego (NAVSUP FLCSD) is issuing a Request for Proposals (RFP) to provide Financial Improvement and Audit Readiness (FIAR) Support at Commander, Naval Surface Forces, Pacific Fleet (CNSP). This contract is a non-personal services contract aimed at supporting the financial management program of CNSP, which is under the administrative command of the U.S. Pacific Fleet. The goal of this contract is to ensure financial integrity and operational efficiency across surface forces through comprehensive financial analysis, audit remediation, system support, and training services. Work Details The contractor shall provide non-personal services necessary to perform Financial Analysis, Audit readiness, System support, and Training services as defined in this Performance Work Statement. Key tasks include: 1. Comprehensive financial analysis and reporting in support of CNSP's budget execution; 2. Ongoing financial analysis including generating routine and ad-hoc reports from various systems; 3. Assisting Program Managers with cost tracking and budget development; 4. Providing audit response documentation and managing Corrective Action Plans (CAPs); 5. Supporting Business Process Improvement initiatives; 6. Developing training materials and conducting training sessions for stakeholders; 7. Ensuring compliance with internal controls and audit readiness through thorough documentation; 8. Managing data reconciliation across Navy ERP systems. Period of Performance The performance period is anticipated to be one base year with four one-year options.
