Background The Naval Information Warfare Center (NIWC), Pacific, specifically Code 41160 Tactical Data Links and Code 41190 TDL Support and Communications Branches, is responsible for the hardware life-cycle management of Tactical Data Links (TDL) and associated communications systems. This contract aims to provide life-cycle engineering and technical assistance for Tactical and Communications Data Link systems as part of the Capabilities Based In-Service Engineering Agent (CB-ISEA) program. Work Details The contractor will perform a variety of tasks including: evaluating system interfaces to resolve interoperability issues; analyzing system operational characteristics and mission objectives; assessing existing technology for system upgrades; supporting innovative engineering solutions; participating in meetings and technical discussions; coordinating site surveys and installations; providing design engineering for system improvements; conducting failure mode and effects analysis; maintaining operational statistics to propose system changes; producing engineering reviews of change proposals; providing environmental engineering assessments; conducting electromagnetic compatibility studies; upgrading fleet assets with OEM firmware updates; performing configuration management tasks including maintaining a definitive database for configuration items; developing quality control plans for inspections; providing logistics engineering support related to Integrated Logistics Support Plans; performing reliability, maintainability, and availability engineering analyses; assisting in project management activities including planning, scheduling, and reporting on project metrics. Period of Performance The anticipated period of performance is 5 years. Place of Performance The primary place of performance will be at the Naval Information Warfare Center (NIWC) Pacific in San Diego, CA.
