Background The Southwestern Indian Polytechnic Institute (SIPI) is a national Indian community college operated by the Bureau of Indian Education (BIE), U.S. Department of the Interior (DOI), located in Albuquerque, New Mexico. The contractor will utilize the Department of the Interior Financial Business Management System (FBMS) for all transactions based on the United States Standard General Ledger (USSGL). The financial review is required annually as part of accreditation standards set by the Higher Learning Commission.
