Background The STATE seeks to engage a consultant to assist with the cost report requirements of the statewide and clinic-level Certified Community Behavioral Health Clinics (CCBHCs). The goal of this contract is to ensure that the CCBHCs can accurately prepare their cost reports for the Certified Clinic Prospective Payment System (CC PPS) rate methodology—CC PPS-4. This is essential for determining clinic-specific PPS rates and reporting demonstration costs. The contract aligns with federal regulations requiring uniform cost reporting across states. Work Details The consultant will provide the following services: 1) Consultation for the state team on responsibilities for cost report review, to be completed by March 31, 2026. 2) Development of a training tool for prospective CCBHCs on completing the CCBHC cost report for CC PPS-4, due by March 31, 2026. 3) Conduct training sessions for prospective CCBHCs on completing the cost report, including virtual training recordings and documented materials, also due by March 31, 2026. 4) Review two identified clinics' cost reports for completeness and accuracy by May 29, 2026. 5) Provide Technical Assistance (TA) for one month following the initial review, to be completed by June 30, 2026. Period of Performance The anticipated period of performance is from March 2, 2026, to June 30, 2026. Place of Performance The work will primarily be performed remotely; however, it is noted that the State's solicitation indicates Oahu as a relevant location. Bidder Requirements Bidders must have been in business providing similar services for at least three years and submit qualifications demonstrating expertise in CCBHC cost reporting. Staff resumes must be provided. Bidders should have prior experience working with other states on CCBHC programs and provide at least three references. Additionally, proof of compliance with Hawaii's vendor requirements is necessary.
