Background Saratoga National Historical Park (SARA) is seeking to establish an effective single-stream recycling and solid waste removal program for the main developed park area. This initiative aligns with the National Park Service's (NPS) mandate under Executive Order 13514 to achieve a waste diversion rate of at least 50% in all Federal Buildings by 2015. Additionally, SARA aims to meet a zero environmental footprint (ZEF) by 2030, making this contract a crucial step towards achieving agency-wide sustainability goals. The contract will be awarded as a performance-based commercial item service to a qualified contractor by the US Government. Work Details The Contractor shall provide all management, supervision, labor, materials, supplies, and equipment necessary for effective completion of the following tasks: 1. Make management and operational decisions to meet performance objectives. 2. Utilize innovation and technology to develop efficient single-stream recycling services. 3. Implement an effective Quality Control Plan (QCP). 4. Keep the Contracting Officer's Representative (COR) informed of work status and provide pertinent information as needed. 5. Reduce environmental impacts by employing environmentally sound practices. The Contractor must provide single-stream recycling and waste hauling services including: - Trash hauling of building waste disposed of in containers located in the lower maintenance yard to a state certified landfill. - Pick-up of recyclable materials generated on Government-owned and operated premises at SARA. - Residential pickup services are also included but exclude electronic devices, hazardous waste, construction-generated waste, and other specified items. Period of Performance The contract will commence upon award and is expected to continue until November 20th, 2025.
