Background The City of Bozeman is seeking qualifications from firms to assist with the implementation of the Safe Streets and Roads for All (SS4A) Planning and Demonstration grant award. The goal is to develop a Comprehensive Safety Action Plan that adheres to SS4A program requirements, utilizing a Safe Systems approach aimed at eliminating serious injuries and fatalities on the city's arterial and collector road network. This initiative follows the adoption of the Streets Are for Everyone (SAFE) Action Plan in 2022, which was motivated by tragic incidents involving cyclists in the community. Work Details The selected firm will be responsible for developing a Comprehensive Safety Action Plan that includes: - Leadership commitment and goal setting - Planning structure - Safety analysis - Engagement and collaboration - Policy and process changes - Strategy and project selections - Progress and transparency. The scope of work will involve preparation of project materials for communication with city leadership, implementation of a Community Engagement plan, data collection and analysis to document existing conditions and historical trends related to crashes, evaluation of existing policies for transportation safety, identification of programmatic strategies aimed at eliminating serious injuries and fatalities, and development of a prioritized list of projects based on data and stakeholder input. The plan must also ensure compliance with ADA standards for public accessibility. Period of Performance The contract is expected to commence upon selection in March 2026, with deliverables due by February 19, 2026. Place of Performance The work will be performed within the City of Bozeman, Montana. Bidder Requirements Respondents must comply with non-discrimination policies as outlined by the City of Bozeman.
