Background The Department of Veterans Affairs (VA), specifically the Veterans Health Administration (VHA), is conducting a market survey to identify potential sources for a VA Wide Blanket Purchase Agreement for Third-Party Fire and Life Safety Services. This initiative aims to ensure compliance with fire protection and life safety codes in delegated construction projects as mandated by VHA Directive 7712. Work Details The contractor will provide independent third-party fire protection and life safety code review services. Key tasks include: 1. Deliverables must be in layperson’s language, avoiding technical jargon without a glossary. 2. The contractor may need to meet virtually with VA personnel as required. 3. Minutes of all meetings must be drafted and submitted within two business days, finalized within one business day after review. 4. Open communication with VA staff is essential; validated complaints must be addressed promptly. 5. A Microsoft compatible web-based platform must be provided for document uploads by VA staff, facilitating large file transfers securely. 6. Fire protection and life safety reviews will occur at various design submission stages, with requests submitted by the VA COR or designated representative along with project documents for review. 7. The contractor must submit an FLS Review Report in both editable Excel format and PDF, including mandatory comments based on codes and standards, as well as advisory recommendations clearly identified. 8. Each report must be reviewed by a secondary qualified Fire Protection Engineer for accuracy before submission to the VA within ten business days of receiving the project documents. Place of Performance The contract will primarily be performed at various VA facilities across the United States where delegated construction projects are taking place.
