Background The Southwestern Power Administration (SWPA), part of the U.S. Department of Energy, is responsible for the ethical and environmentally safe disposal of used transformers within the high-voltage electricity generation and distribution sector. This contract aims to facilitate the pick-up and disposal of twenty-five potential and/or current transformers (PT/CT) that have been in use for over a decade. Work Details The contractor shall provide all labor, materials, equipment, and transportation necessary to complete the service. Specific tasks include: 1. Active compliance with EPA regulations, including having an active EPA ID. 2. Transportation of 25 PT/CT transformers from two locations: 19 units from 2858 S. Golden, Springfield, MO 65807, and 6 units from 305 N Floyd St., Jonesboro, AR 72401. 3. Provision of materials for safe transport such as bag separators, ratchet straps for load security, packing list envelopes, etc. 4. Preparation of e-manifest documents and cradle-to-grave documentation with copies provided to SWPA. 5. Conducting laboratory tests if necessary. 6. In case of a spill during transport, the contractor must perform cleanup using a vendor-provided spill kit. 7. The vendor must have received an environmental facility audit from SWPA within the last five years; if an audit is required post-award, it must be scheduled within three months of contract award. 8. Responsible disposal/reclamation/recycling of PT/CT transformers. Period of Performance Work to be completed no later than December 31, 2026. Place of Performance Pick-up locations are Springfield, MO and Jonesboro, AR.
