Background Milwaukee Public Schools (MPS) is seeking proposals for English Textbooks and/or Instructional Materials for Grades 9-12, including associated instructional materials and resources. The goal of this contract is to enhance student engagement and skill development in reading, writing, speaking, listening, and language through high-quality educational resources. MPS aims to provide culturally relevant materials that align with state standards and support diverse learning needs. Work Details The contractor will provide hard copy materials with electronic companions or electronic-only solutions for English Language Arts instruction for grades 9-12. The estimated enrollment for textbooks is as follows: - 6,000 students in 9th grade - 5,000 in 10th grade - 4,500 in 11th grade - 5,000 in 12th grade. Vendors are encouraged to propose instructional resources that support interactive learning. All materials must be published and available by the RFP release date. They must align with Wisconsin Standards for English Language Arts (2020) and the Science of Reading research base. Additionally, materials should include Spanish resources by May 2027. Professional development must be provided at no additional cost to MPS throughout the contract term. Period of Performance The contract will commence on July 1, 2026, and conclude on June 30, 2034. Place of Performance Milwaukee Public Schools locations within Milwaukee, Wisconsin. Bidder Requirements Bidders must comply with Historically Underutilized Business (HUB) participation requirements as outlined in MPS policy. A minimum HUB participation percentage is required per contract term. Bidders must also fulfill student engagement requirements based on compensation levels and provide necessary documentation with their proposals.
