NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: there is only one source for the procurement item; or transitional costs are a significant consideration in selecting a procurement item; or the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
Background The Utah Department of Transportation (UDOT) operates the I-15 Express Lanes Electronic Toll Collection (ETC) System, which has been deployed and expanded over more than fifteen years. Many individual components are now outdated or nearing end-of-life for hardware availability, operating system support, or manufacturer maintenance. UDOT's strategy is to preserve and extend the useful life of existing assets while selectively replacing equipment that has become unsupportable or unreliable. This contract aims to maintain continuity of Express Lanes operations by replacing roadside equipment that has reached end-of-life or is no longer supportable, providing ongoing software support for CPS applications, and facilitating server migration activities. Work Details The Contractor shall provide services and equipment to support continued operation and maintenance of the UDOT Express Lanes System. Work will be performed on an as-needed basis at UDOT’s direction, including: 1. Roadside Equipment Replacement: - Lane Controller Replacement: Provide new or refurbished lane controller units and install them at designated locations. - Cabinet Refurbishment or Replacement: Retrofit existing cabinets when feasible; provide new cabinets as needed. - Toll Plaza Equipment: Provide new equipment for components associated with lane controller assemblies and toll-processing hardware. - In-Lane Testing & Verification: Conduct tag-read and transaction verification testing. - Documentation: Provide updated build documents, wiring diagrams, and configuration records for replaced equipment. - Field Support: Provide limited field support services related to Express Lanes roadside equipment. 2. Software Support: - Maintain CPS software and lane controller firmware, including updates and patches. - Monitor CPS processes, respond to alerts or failures, diagnose issues, and restore normal operation. 3. Server Upgrades & Environment Support: - Support the transition of CPS applications to new server hardware including assistance with configuration and stabilization. 4. Back Office (BOS) Transition Support: - Assist with testing transaction files and ensure compliance with established CPS data exchange requirements. 5. Additional Support Services as Requested: - Provide training, documentation, or technical guidance related to CPS operation. Period of Performance The term of this contract will be five years with five one-year renewal options. Place of Performance The services will be performed at various locations designated by UDOT within the state of Utah. Bidder Requirements This procurement is intended as a sole source award due to compatibility considerations with existing systems and transitional costs being a significant factor in selecting a procurement item.
