Background The STATE seeks to engage a consultant to assist with the cost report requirements of the statewide and clinic-level Certified Community Behavioral Health Clinics (CCBHCs). The goal is to ensure that the cost reports adhere to federal and state regulations, which are critical for determining clinic-specific payment rates under the Certified Clinic Prospective Payment System (CC PPS) rate methodology. Work Details The consultant will provide the following services: 1) Consultation for the state team on responsibilities for cost report review, to be completed by February 27, 2026. 2) Development of a training tool for prospective CCBHCs on completing the CCBHC cost report for CC PPS-4, to be completed by February 27, 2026. 3) Conduct training sessions for prospective CCBHCs on completing the CCBHC cost report, including virtual recordings and documented materials, to be completed by February 27, 2026. 4) Review two cost reports from identified clinics for completeness and accuracy, to be completed by March 31, 2026. 5) Provide Technical Assistance (TA) for one month following the initial cost report review, to be completed by June 30, 2026. Period of Performance The anticipated period of performance is from February 2, 2026, to June 30, 2026. Place of Performance The services will be performed in Hawaii. Bidder Requirements The consultant must have been in business providing similar services for at least three years and must submit qualifications demonstrating expertise in cost reporting for CCBHCs. Staff assigned must have relevant experience with resumes provided. Prior experience with other states in implementing a Statewide CCBHC Program is required along with at least three references. Additionally, proof of a State of Hawaii Certificate of Vendor Compliance or individual clearances from relevant state departments is necessary.
