Background The Hawaii Community Development Authority (HCDA) is a public instrumentality of the State of Hawaii, attached to the Department of Business, Economic Development & Tourism. The HCDA owns Kewalo Basin Harbor and Block P, which serve parking needs for tenants and patrons. The goal of this contract is to secure refuse collection and disposal services for these premises. Work Details The Contractor shall provide all supervision, labor, equipment, tools, supplies, materials, and refuse containers necessary for refuse collection and disposal at Kewalo Basin Harbor and Block P. Specific requirements include: 1) Containers must be emptied completely with minimal spillage; 2) Empty containers must be returned in a safe condition; 3) All refuse must be disposed of at compliant sites; 4) Vehicles used must be clean and well-maintained; 5) Containers should have a capacity of six cubic yards unless otherwise approved; 6) Maintenance of containers includes washing and deodorizing at least twice a month; 7) Collection schedule includes six pickups per week at various locations totaling an average of 485 cubic yards per month. The initial term is for thirty-six months with potential extensions. Period of Performance The contract will commence on March 2, 2026, for an initial term of thirty-six months. Place of Performance Services will be performed at Kewalo Basin Harbor located at 1125 Ala Moana Boulevard, Honolulu, Oahu, Hawaii, and Block P located at 955 & 957 Kawaiahao Street, Honolulu, HI 96814. Bidder Requirements Bidders must have a minimum of three years' experience in refuse collection services similar to this project. They must possess an active City and County of Honolulu Refuse Collection License throughout the contract period. Bidders are required to maintain a permanent office on Oahu and respond to HCDA requests within two hours. Proof of compliance with various state laws regarding taxes and insurance is mandatory.
