Background Carteret County Government is seeking competitive proposals for the Straits Living Shoreline and Upland Improvements project. This initiative aims to enhance the living shoreline and upland areas at the Straits Water Access between Straits and Harkers Island, North Carolina. The project is part of the County's efforts to improve public access and environmental sustainability in the region. Work Details The scope of work includes: - Saw cutting and demolition of approximately 2,000 square feet of existing asphalt pavement. - Installation of approximately 490 linear feet of 8’ wide granite living shoreline. - Construction of an approximately 20’ x 40’ timber framed gazebo with a 4” breakaway concrete slab. - Construction of approximately 139 linear feet of concrete marine slat and timber ramp. - Installation of 31 linear feet of 5’ wide concrete sidewalk and timber stairs. - Miscellaneous concrete installation. The awarded contractor must obtain necessary permits, comply with all laws, and adhere to project specifications. Period of Performance The contract will commence upon notice to proceed at the end of February 2026, with substantial completion expected by March 27, 2026, and final completion by April 10, 2026. Place of Performance The work will be performed at the Straits Water Access between Straits and Harkers Island, North Carolina. Bidder Requirements Bidders must provide a detailed cost breakdown on official company letterhead, submit a Certificate of Insurance for liability and Worker’s Compensation, comply with E-Verify requirements, and ensure compliance with North Carolina General Statutes regarding general contracting. Performance and Payment Bonds are required in an amount equal to 100% of the contract price.
