Background The Township of Franklin, located in Somerset County, New Jersey, is seeking proposals for Professional Legal Services specifically for Bond Counsel. The goal of this contract is to secure legal representation for the Township in the issuance of bonds and financing activities. Work Details The selected firm will provide legal services as Bond Counsel, which includes: 1. Representation of the Township in issuing bonds and financings. 2. Compliance with all relevant laws and regulations pertaining to public finance. 3. Experience representing municipalities before the New Jersey Local Finance Board. 4. The firm must be licensed to practice law in New Jersey for a minimum of five years and recognized nationally as bond counsel. Period of Performance The contract is expected to commence upon execution in February 2026 and will continue as needed based on the Township's requirements. Place of Performance Services will be performed at the Township of Franklin Municipal Building located at 475 DeMott Lane, Somerset, NJ 08873. Bidder Requirements Respondents must comply with the following requirements: 1. Must have a valid Business Registration Certificate from the State of New Jersey. 2. Must submit proof of licensure for providing Professional Services in New Jersey. 3. Must adhere to affirmative action compliance as per N.J.S.A. 10:5-31 and N.J.A.C. 17:27. 4. Must not be listed on the State Department of Treasury's Chapter 25 list regarding investment activities in Iran.
