Background The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is issuing a pre-solicitation notice for a requirement to provide a Row Crop Planter. This acquisition aims to obtain a versatile planter capable of planting various row crops in research plots and small production fields, ensuring adaptability to different crop types and soil conditions. Work Details The contractor will provide a row-crop planter that meets the following specifications: - Split row configuration: - 6 rows at 30 inches spacing - 11-13 rows at 15 inches spacing - Mounting options: 3-point mount or drawn - Hopper specifications: - Individual unit hoppers of 2 bushels or smaller - Hoppers must be removable without tools for quick seed changes and deactivation of individual units - Drive type: Electronic or mechanical drive - No row markers required - Units must be flexible for multiple crops in heavy, stony soils and varying tillage conditions: - Independent shutoff or hopper removal - Hopper capacity between 0.5 to 2 bushels for individual units - Tool-free hopper removal for variety changes - Ground speed or GPS calibration capability - Mechanical, hydraulic, or electronic drive options available - In-cab rate control unnecessary - Residue managers or furrowers included - Option to add no-till coulters - Gauge wheel depth control present - Single or double wheel or multistage closing system included. - Singulation requirements: - Vacuum or positive pressure singulation with semi-universal or changeable discs. - Changeable discs must accommodate corn, soybeans, sunflower, and pumpkin. - Discs should be changeable in under five minutes total for all units. - At least 98% singulation accuracy with field corn expected. - No settings changes across seed batches within crop type. - Anticipated planting speed of up to 5 mph. - Applications include liquid fertilizer (tractor-mounted tank) and optional granular chemical application (e.g., insecticide). - Monitoring and control features: - ISOBUS and universal terminal compatibility. - Population monitoring at individual unit level with unit-level shutoff. - Maintenance requirements: - Covered chain drives and sprockets as applicable. - If new: Minimum maintenance options preferred (cable, hydraulic, electronic drive). - Service condition: - If new: One-year warranty with an option for extended service. - If used: Must be in good working order with all wear parts having at least 50% life remaining based on manufacturer specifications. All hydraulics, belts, tires, seals, bushings must be free from cracks, kinks, and leaks. All bearings and pivot points must meet manufacturer specifications. Electronics and couplings must be fully functional without missing or damaged pieces. Maximum usage of up to 5,000 acres is acceptable. Dealer support required within a driving distance of up to 35 miles from Shelburne, Vermont. Place of Performance Products will be delivered to locations as specified by the USDA ARS.
