This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. This is not a Solicitation and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) to compete and perform service under a contract for the attached Performance Work Statement. A Request for Quote (RFQ) solicitation and firm fixed priced contract is contemplated depending upon the responses to this synopsis. This synopsis summarizes the requirements for the contractor to provide basic medical services at Weber Basin Job Corp Center (JCC) in Ogden, UT. Weber Basin JCC is located at 7400 South Cornia Dr, Ogden, UT 84405 The contractor shall perform basic medical services at the Weber Basin JCC in accordance with the attached DRAFT Performance Work Statement. All responses shall be submitted electronically to the Contract Specialist, Louis Lieb at louis.lieb@usda.gov. At minimum responses should include a capabilities statement, and your SAM Unique Entity Identifier (UEI).

Background The U.S. Department of Labor (DOL) is issuing this sources sought synopsis to gather information on the capabilities and qualifications of small businesses, including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) to provide basic medical services at the Weber Basin Job Corps Center (JCC) in Ogden, UT. The Job Corps program aims to assist at-risk youth and young adults by providing a comprehensive range of services including healthcare. Work Details The contractor shall provide on-site medical services for all students at the Weber Basin JCC, adhering to applicable federal laws/regulations, OSHA and HIPAA requirements, state and local laws, and guidelines from the American Medical Association. Services include: conducting examinations and assessments; treatment; issuance of prescriptions; immunizations; monitoring health conditions; recommending hospitalization; follow-up care; prevention planning; and intervention. The contractor must ensure efficient, evidence-based healthcare practices while coordinating with other health and wellness activities on Center. Key tasks include: supervising Nurse Practitioners/Physician Assistants; conducting initial physical examinations; maintaining student health records; treating minor conditions and chronic care management; collaborating with counselors for medication management; participating in health education programs; ensuring patient privacy and compliance with infection control policies.
