Background The Marine Forces Special Operations Command (MARFORSOC) is tasked with training, equipping, and protecting its personnel to prepare them for potential isolating events and enhance recovery efforts. The goal of this contract is to provide Personnel Recovery (PR) and Survival, Evasion, Resistance, and Escape (SERE) training and exercise support through the Marine Raider Training Center (MRTC). This training is essential for Special Operations Officers (SOO), Critical Skills Operators (CSO), Special Operations Capabilities Specialists (SOCS), Combat Service Support (CSS), and other designated personnel as per applicable policies. Work Details The contractor shall provide qualified personnel who meet High-Risk Training Instructor (HRTI) qualifications and can become Certified PR/SERE HRTIs within three months of hire. Responsibilities include executing a transition plan to ensure qualified personnel are in place from day one, minimizing mission interruptions during transition periods, providing weekly updates on transition status, ensuring deliverables are completed per the Services Delivery Schedule (SDS), and maintaining compliance with all training requirements. The contractor will support all phases of PR/SERE training including academic instruction, field exercises, role-play activities, risk management, and technical reviews. They will also assist in developing training areas and maintaining facilities used for PR/SERE training. Instructors must complete initial instructor training at MRTC and pass government assessments to be certified. The contractor will manage resources effectively to minimize waste and ensure compliance with labor regulations. Period of Performance The contract has a base period of performance of 12 months with three additional 12-month option periods and one 6-month option period. Place of Performance The contract work will primarily be performed at Camp Lejeune, NC.
