Background The North Carolina Department of Public Safety (DPS) is seeking proposals for the modernization and enhancement of the NCEM Emergency Preparedness and Response (EPR) Plan Template Solution for childcare facilities. The current solution has limitations such as outdated technology, technical issues with NCID authentication, and poor data management. The goal is to upgrade the portal's functionality, accessibility, and data management capabilities to ensure that childcare providers can efficiently develop, update, and store compliant emergency response plans. Work Details The contract will involve the following services: - Modernization of the EPR Plan Template Solution to address outdated technology and improve user access. - Replacement of NCID authentication with a vendor-implemented solution that meets security requirements. - Updating emergency management plans with current training information and improving content management processes. - Designing a repeatable business process for creating and managing plans to reduce data duplication and confusion over plan versions. - Compliance with DIT security policies, including encryption of Personally Identifying Information (PII) and adherence to accessibility standards such as Section 508. Period of Performance The contract term will be three years from the effective date of the Notice of Award, with an option for two additional one-year extensions at the State's discretion. Place of Performance The services will be performed in Raleigh, North Carolina, where the NC Department of Public Safety is located.
