Background The State of Arkansas, through the Department of Shared Administrative Services and the Office of State Procurement, is issuing this Request for Proposal (RFP) to obtain pricing and a contract for Statewide Janitorial Services. The goal is to streamline existing contracts and establish a comprehensive service that meets the needs of various state agencies, K-12 educational institutions, and local public procurement units. This initiative aims to provide consistent and high-quality janitorial services across all regions of Arkansas. Work Details The Contractor will provide commercial Janitorial Services including but not limited to: sweeping, mopping, changing trash can liners, trash disposal, spot vacuuming, wiping down surfaces, indoor window washing, stairwell cleaning, and restocking supplies. Additional services may include deep carpet cleaning, stripping and waxing vinyl composite tile (VCT), machine-scrubbing luxury vinyl tile (LVT), breakroom trash receptacle cleaning, and dumpster area cleaning. Services will be performed on designated schedules as determined by the Purchasing Entity. The Contractor must ensure compliance with all applicable laws and provide a trained workforce using commercial-grade products. Period of Performance The anticipated start date for the contract is March 23, 2026. The initial term will be one year with the possibility of renewal for up to six additional one-year terms, not exceeding a total of seven consecutive years. Place of Performance Services will be provided across various locations in the State of Arkansas as determined by the Purchasing Entities. Bidder Requirements Prospective Contractors must have a minimum of five years of experience in providing similar janitorial services. They are required to submit a current business license for Arkansas prior to contract award. Contractors must also comply with insurance requirements including general liability and workers' compensation coverage. Additionally, they must pass criminal background checks and drug testing for all personnel performing services.
