Summary: Background The Minneapolis VA Medical Center, part of the Minneapolis VA Health Care System, is seeking to procure Cooling Tower Maintenance, Repair, and Training Services. This contract aims to ensure that the cooling towers at the facility operate at optimal performance through comprehensive maintenance and staff training. The solicitation is issued as a Request for Quotation (RFQ) under full and open competition. Work Details The contractor will be responsible for inspection, maintenance, repair, and training related to two cooling towers located in Building 69 of the Minneapolis VA Medical Center. Specific tasks include: 1. Comprehensive mechanical, visual, functional, and electrical inspections of both cooling towers. 2. Cleaning and replacement of components such as gearboxes, water distribution systems, valves, and other necessary parts. 3. Conducting operational checks/testing to verify performance and safety compliance after maintenance activities. 4. Providing staff training on safe operation and routine maintenance of the cooling towers. 5. Detailed reporting of inspections including photographic evidence of areas needing repair. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance The services will be performed at the Minneapolis VA Medical Center located at One Veterans Drive, Minneapolis, MN 55417. Bidder Requirements Bidders must demonstrate their capability to perform all tasks outlined in the Statement of Work (SOW). This includes providing a technical plan detailing their approach to cleaning, inspection, repairs, replacements, testing, and training; submitting a management plan with required documentation; and providing resumes for key personnel including a Project Manager and Lead Mechanical Technician. Additionally, bidders must comply with safety measures during operations. Incumbent Analysis (see Incumbents section for more detail) The Minneapolis VA Medical Center cooling tower maintenance requirement appears to have a closely related prior contract, with Schadegg Mechanical identified as the awardee for contract 36C26325P0981 (07/01/25–08/31/25) valued at $20,660. That prior effort involved emergency cooling tower #2 repair services at the same facility, which aligns with the current scope covering inspection, maintenance and repairs of the cooling towers (including component replacement) and associated operational checks. The emergency repair work appears to be a continuation of ongoing cooling tower upkeep at the Minneapolis VA Medical Center rather than a distinct service line.
