Crisis Stabilization

Background

The Department of Administrative and Financial Services, Office of State Procurement Services, State of Maine is issuing a contract for Crisis Stabilization services. The goal of this contract is to provide essential crisis intervention services to the citizens of Maine through effective Mobile Services and Residential services in the least restrictive settings. This contract aims to connect individuals in crisis with community-based service providers, ensuring stability in the delivery of these critical safety net services.

Work Details

The contractor, Kennebec Behavioral Health, will provide two distinct services: Crisis Intervention Mobile Response Services (Mobile Services) and Crisis Residential Services. The Mobile Services will respond to individuals in crisis and connect them with appropriate community resources. The Residential Services will offer a safe environment for individuals requiring stabilization. This amendment increases funding to support increased utilization of these services.

Period of Performance

The contract period is from July 1, 2025, to June 30, 2026, with an amendment effective from January 1, 2026.

Place of Performance

Services will be performed within the State of Maine.

Bidder Requirements

The vendor must have been selected through a competitive bidding process under RFP 201506114 and subsequent RFPs due to restructuring of crisis services. The rates for Mobile and Crisis Residential services are based on existing MaineCare rates.
