The Idaho Commission on Aging (ICOA) is the designated State SCSEP Grantee for Idaho and the sole agency responsible for administering Older Americans Act (OAA) programs for individuals aged 60 and older. The Senior Community Service Employment Program (SCSEP) is a federally funded, work-based job training program authorized under Title V of the OAA, aimed at providing part-time, subsidized training for low-income, unemployed individuals aged 55 and older. The program's goals include delivering community services and supporting participants in transitioning to unsubsidized employment. ICOA seeks a qualified contractor to operate SCSEP in Idaho's Planning Service Area 3, which includes Ada and Gem counties, with a total of 41 authorized participant slots.

Work Details

The contractor will be responsible for: 1. Providing part-time, work-based job training assignments at public and non-profit host agencies. 2. Conducting outreach and recruitment to identify eligible individuals, prioritizing those with the greatest economic and social need. 3. Conducting thorough eligibility determinations for all applicants prior to enrollment. 4. Developing Individual Employment Plans (IEPs) jointly with each participant based on assessments of their barriers, skills, experience, interests, and training needs. 5. Placing participants in Community Service Assignments (CSAs) consistent with their IEPs. 6. Providing ongoing counseling and case management to participants throughout their enrollment. 7. Conducting follow-up services with participants who exit to unsubsidized employment. 8. Managing host agency agreements and ensuring compliance with safety requirements. 9. Maintaining accurate data entry in the Grantee Performance Management System (GPMS). 10. Submitting required reports accurately and on time.

Period of Performance

The initial term of the contract is one year, starting from October 1, 2026, with potential renewals extending up to five years based on mutual agreement.

Place of Performance

The contract will be performed in Idaho's Planning Service Area 3, specifically covering Ada County and Gem County.

Bidder Requirements
