Summary: Background The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for a roof replacement project at the Ottawa National Wildlife Refuge located in Oak Harbor, OH. The mission of the FWS is to conserve, protect, and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. The goal of this contract is to ensure the structural integrity and functionality of the roofing system at the refuge. Work Details The contractor shall provide all labor, materials, equipment, and supervision required to remove the existing roofing system and install a complete new asphalt shingle roof system at the Ottawa National Wildlife Refuge. This includes: - Complete replacement of the asphalt shingle roof located at 12155 Veler Road, Curtice, OH (Housing Unit 002). - Installation of all required appurtenances such as building paper, ice guard, pipe flashing or boots, drip edge, and reinstallation of gutters or downspouts removed during the project. - The contractor must confirm final square footage for the project; an estimate of 3,800 square feet is provided. - Compliance with OSHA, EPA, and local regulations is mandatory. Period of Performance The anticipated performance period is from July 21, 2026 to September 30, 2026. Place of Performance Ottawa National Wildlife Refuge, 14000 West State Route 2, Oak Harbor, OH 43449. Bidder Requirements This solicitation is a Small Business Set Aside - Total (SBA). Bidders must furnish any required performance and payment bonds within specified timeframes based on construction costs: a Payment Bond for costs over $35,000 and both Performance and Payment Bonds for costs over $150,000. Proof of insurance must also be provided within five calendar days after receipt of award. Contractors must comply with all federal, state, and local laws related to safety and health regulations.
