The City of Cincinnati, through its Department of Sewers, is issuing a Request for Qualifications (RFQ) for Owner’s Advisor and Design Services for the Mercy West Advanced Treatment System (MWATS) Project. The Metropolitan Sewer District of Greater Cincinnati (MSDGC) provides wastewater collection and treatment services to Hamilton County and surrounding areas. The MWATS project aims to address the growing public health concern of antimicrobial resistance (AMR) by implementing advanced treatment solutions for hospital wastewater prior to its discharge into the sewer system.
The selected Offeror will provide Owner’s Advisor services throughout all phases of the MWATS project lifecycle, including study, planning, design, and construction/closeout. Key responsibilities include: - Serving as the Owner’s advocate and supporting the MSD Project Manager. - Providing project delivery best practices from planning through procurement, design, and implementation. - Preparing RFP specifications and bid documents for Design-Builder-Operator contracts. - Supporting procurement processes including proposal review and clarifying requirements. - Assisting in contract execution with technical submittal reviews and construction monitoring. - Managing project scope, schedule, and budget while collaborating with designers and contractors. - Assisting with Ohio EPA SRF reporting requirements.
The anticipated term of the contract is three years with two one-year extensions possible, totaling up to five years.
The project will be performed in Cincinnati, Ohio, specifically at the Taylor Creek Wastewater Treatment Plant sewershed which includes Mercy West Hospital.
Offerors must demonstrate understanding of MSDGC’s Small Business Enterprise Program and commit to utilizing certified SBE firms where feasible. The project has a 13% SBE inclusion goal. Offerors must also provide resumes of key personnel assigned to the project, a list of similar projects completed by the firm, and details on their approach to fulfilling the Owner’s Advisor role.
