The purpose of this effort is to design, develop, implement, test, and validate a Commercial Solutions for Classified (CSfC) Wireless Local Area Network (WLAN) Capabilities Package (CP) architecture to extend both the Secure Internet Protocol Router Network (SIPRNet) and the Non-classified Internet Protocol Router Network (NIPRNet) over a government controlled network at the SOCNORTH Headquarters building located at Peterson Space Force Base, Colorado. Background The contract is issued by SOCNORTH, which operates under the Department of Defense. The mission of SOCNORTH is to provide integrated command and control for U.S. Northern Command and support national defense objectives. The goal of this contract is to design, develop, implement, test, and validate a Commercial Solutions for Classified (CSfC) Wireless Local Area Network (WLAN) Capabilities Package architecture to extend both the Secure Internet Protocol Router Network (SIPRNet) and the Non-classified Internet Protocol Router Network (NIPRNet) over a government-controlled network at the SOCNORTH Headquarters building located at Peterson Space Force Base, Colorado. Work Details The contractor shall perform the following tasks: conduct assessments of existing infrastructure, power and HVAC readiness, existing pathways and penetrations; evaluate cybersecurity posture relevant to WLAN deployment; analyze RF propagation characteristics for optimal Access Point placement; establish coverage objectives and identify interference sources; consider physical security in SCIF and TEMPEST-certified environments; ensure WLAN implementation does not negatively impact existing SCIF, SAPF, or TEMPEST certifications; perform a comprehensive technical assessment of End User Device (EUD) configurations for compliance with CSfC requirements; develop detailed installation, configuration, validation, and sustainment procedures; provide project management support including conducting a kickoff meeting within five business days of award, maintaining an integrated project schedule, providing weekly progress updates, identifying schedule risks and mitigation strategies, coordinating government access requirements; deliver final testing and validation reports, network integration diagrams, site Wireless Security Operating Plan (SOP), and a final project closeout package. Performance standards include achieving 95% signal coverage in designated areas with -65 dBm RSSI or better within 15 calendar days of installation completion. Period of Performance The overall Period of Performance shall not exceed 120 calendar days from contract award. Place of Performance Peterson Space Force Base, Colorado. Bidder Requirements Bidders must meet the following requirements: Small Business Set Aside - Total (SBA); possess a minimum secret clearance for installation activities; be on the NSA CSfC approved trusted list to execute this contract; have high-level technical knowledge and experience in executing similar contracts; comply with DD254 requirements for security clearances up to TS for configuration portions of the project.
