Background The U.S. Fish and Wildlife Service (Service), Region 3, is issuing this contract for the Detroit River International Wildlife Refuge to design, fabricate, and install a permanent interpretive exhibit at the John Dingell Visitor Center in Trenton, Michigan. The goal of the contract is to communicate the transformation of refuge lands over the past 25 years, emphasizing local community engagement, stewardship, partnerships, and conservation actions that supported the refuge's evolution. Work Details The contractor will provide services including consultation, conceptual design, refinement, production, fabrication, delivery, and installation of a permanent interpretive exhibit. The exhibit will feature: - A wall-mounted treatment (wallpaper-like application) with limited mounted elements such as framed photos and interpretive plaques. - Archival photographs and historical documentation to convey the role of local community engagement in the refuge's transformation. - A comprehensive design concept that includes before-and-after imagery showing ecological and structural changes. - Compliance with U.S. Fish & Wildlife Service interpretive and visual-identity standards and accessibility requirements. Period of Performance 07/01/2026 to 11/01/2026 Place of Performance Detroit River International Wildlife Refuge, Trenton, Michigan. Bidder Requirements This opportunity is set aside for Small Business Set Aside - Total (SBA). Bidders must demonstrate their ability to meet specifications outlined in the solicitation and provide a place of manufacture statement along with lead time after receipt of order. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract under the USFWS Region 3 “Interpretive Media/Services” IDIQ (140F0322D0001 and 140F0322D0005), with The Alchemy Of Design ($1,799,303) and Sommerville-Wilson ($1,268,982) performing interpretive design and fabrication work. The prior awards include concept design, story/research and prospectus development, graphic layout/illustrations, photo procurement and processing, and fabrication/installation of interpretive panels, kiosks, signs, and visitor center exhibits—activities that align with the current requirement to design, fabricate, deliver, and install a permanent interpretive exhibit with wall-mounted treatment elements, archival imagery, plaques/panels, and compliance with USFWS interpretive/visual identity standards.
