Summary: Background The Department of Energy, Western Area Power Administration (WAPA), is issuing this solicitation for the Sidney Substation Breaker Replacement project. The mission of WAPA is to market and deliver reliable, cost-based hydroelectric power and related services. This contract aims to replace circuit breakers at the Sidney Substation, ensuring the continued reliability and efficiency of electrical services in the region. This solicitation is a 100% Small Business Set-Aside with an estimated order of magnitude between $500K and $1M. Work Details The contractor will be responsible for the following tasks: demolition and site development; construction of foundations and platforms for substation electrical equipment; installation of three (3) Government-furnished power circuit breakers; installation of three (3) Government-furnished Coupling Capacitor Voltage Transformers (CCVTs) and two (2) Government-furnished CCVT support pedestals; furnishing and installing high voltage bus; establishing a grounding system; installing conduit; and laying insulated cables. Specific work items include: mobilization and preparatory work, demolition, miscellaneous sitework, concrete foundations, steel structures, installation of control cables (both 5/c No. 10 AWG and 12/c No. 10 AWG), and associated electrical equipment. Period of Performance The contractor shall begin performance within 10 calendar days after receiving the notice to proceed and complete all work within 365 calendar days. Place of Performance Sidney Substation, located in Sidney, Montana. Bidder Requirements Bidders must provide performance and payment bonds within 10 calendar days after award. Additionally, bidders must also identify any non-domestic materials included in their bid.
