Summary: Background The Construction Flight of the 14th Contracting Squadron is seeking responses to identify interested parties for potential participation in a future acquisition. The goal is to establish a Firm-Fixed Price Indefinite Quantity Indefinite Delivery (IDIQ) contract for Paving and Civil Works Construction at Columbus Air Force Base, Mississippi. The contract will have a base period of two years plus four option years, with an estimated ceiling of $25 million. Work Details The contractor will be responsible for milling 2 inches and overlaying 2 inches of asphalt pavement and performing full depth repairs to designated areas along Downs St at Columbus AFB, MS. All work must comply with the Paving and Civil Works IDIQ specifications, Statement of Work (SOW), Design Drawing Figures, and all related Air Force requirements and codes. Key tasks include: verifying constructability and suitability of design; providing construction documents; maintaining stormwater drains; ensuring safety protocols during construction; providing traffic control items; repainting existing markings; replacing damaged parking space curb signs; and maintaining access to base facilities throughout the project duration. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance Columbus Air Force Base, Mississippi. Bidder Requirements Bidders must meet the Small Business Set Aside - Total (SBA) status. They are required to provide bid/payment/performance bonds and hold necessary contractor licenses. Additionally, contractors must submit certifications and work history for their nominated Superintendent who must be present on-site during work hours. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award FA302219DA002, awarded to Ecsc for $14,688,093 (09/09/19–09/08/26), covering paving IDIQ work such as repair and construction of roadways and asphalt/concrete pavements, installation of associated utilities and drainage structures, curb/gutter/sidewalk work, and related runway/taxiway surface painting and maintenance tasks at Columbus AFB, MS. The current Base Paving & Civil Works IDIQ scope (milling/overlaying asphalt and full-depth pavement repairs along Downs St with stormwater/drainage, traffic control, and markings) is consistent with that established paving/civil site-work line item mix and reads as a continuation of the same type of base pavement program.
