Background The Department of Commerce, through the National Telecommunications and Information Administration (NTIA), is conducting market research to identify capable businesses for a planned contract for Cistern Cleaning Services. The Institute for Telecommunication Sciences (ITS) requires these services as part of its Operations and Maintenance activities to ensure a safe and reliable supply of potable water at the Table Mountain Field Site. This work is essential for maintaining health and safety standards and ensuring operational continuity. Work Details The contractor will perform the following tasks: 1. Cistern Inspection and Assessment: Conduct thorough inspections of cisterns at designated buildings, assessing structural integrity, identifying contaminants, inspecting surfaces for damage, evaluating components, and determining suitability for cleaning or need for replacement. 2. Cistern Cleaning and Sanitization: For suitable cisterns, safely drain and manage discharged water, remove sediment and debris, pressure wash or scrub surfaces, disinfect according to AWWA Standard C652, use NSF-certified chemicals, refill the cistern, and conduct water quality testing. 3. Cistern Replacement: For damaged cisterns approved for replacement, submit a detailed proposal including costs, disconnect and remove the old cistern upon approval, install a new cistern meeting state and federal standards, ensure secure plumbing connections, perform initial disinfection and water quality testing. Deliverables include a Cistern Assessment Report within 10 business days post-inspection, Replacement Proposal as needed, Service Completion Report within 5 business days after work completion detailing all performed tasks, Certificate of Sanitization confirming compliance with AWWA standards for cleaned cisterns, and Water Quality Test Results demonstrating compliance with Colorado's potable water standards. Period of Performance The period of performance shall not exceed 360 days from the date of contract award. Place of Performance All work will be performed at the NTIA - Table Mountain Field Site located at 8600 N 39th Street, Longmont, CO 80503. Bidder Requirements This opportunity is set aside for Small Businesses (SBA). Bidders must demonstrate experience in potable water system maintenance and installation. Contractors must be licensed and insured to perform this type of work within Colorado.
