Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance G.V. (Sonny) Montgomery VA Medical Center, 1500 E. Woodrow Wilson Drive, Jackson, MS 39216. Bidder Requirements This solicitation is set aside for small businesses, specifically those eligible under the Small Business Administration (SBA) guidelines. Bidders must be registered in SBA VetCert as a small business. The contractor must demonstrate compliance with various safety and environmental regulations including OSHA, EPA, DOT, and NFPA standards. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract history, with prior awards for dyed diesel fuel oil/dyed diesel fuel at the VA. Prior awardees include Bades Group ($133,452; 07/18/25–07/17/26) and Foster Fuels ($35,414; 01/30/24–02/01/24), both for dyed diesel fuel items. The current requirement for Ultra-Low Sulfur Dyed Diesel Fuel delivery to the facility’s boiler plant is consistent with these earlier dyed diesel fuel procurements, suggesting continuity in product type and delivery purpose.
