Background

The Commonwealth of Massachusetts, Office of the Child Advocate (OCA) is an independent state agency dedicated to ensuring that all children in the Commonwealth receive appropriate, timely, and quality state services. The OCA collects and analyzes data to improve these services and handles complaints regarding them. The mission of the OCA’s Center on Child Wellbeing & Trauma (CCWT) is to promote child well-being by supporting public agencies and community-based organizations in becoming more trauma-informed. The Training and Learning Collaborative (TLC) is a cross-agency forum aimed at enhancing workforce development priorities among child-serving agencies.

Work Details

The OCA seeks a vendor to develop a training module related to child-serving state agencies. The vendor will be responsible for: 1. Participating in discovery calls with approximately 12 state agencies; 2. Reviewing materials from other state agencies and collaborating with the OCA to create an asynchronous training module that includes slides, videos, and/or printable flyers; 3. Building a cohesive, accessible, evidence-based training module compatible with MassAchieve Learning Management System (LMS) and other LMS platforms, allowing future edits by the OCA and state agencies; 4. Ensuring compliance with Human Resources Division (HRD) accessibility requirements; 5. Providing sufficient review cycles for both the OCA and individual state agencies; 6. Delivering the final product in a SCORM file package.

Period of Performance

The anticipated contract duration is eight months, commencing around August 2026 and continuing through the deliverable go-live in early 2027.

Place of Performance

The work will be performed in Massachusetts, specifically involving collaboration with various child-serving state agencies.

Bidder Requirements
