State Employee Health Benefit Plan Audit Services

Background

The Kansas Department of Administration is seeking proposals for audit services for the State Employee Health Benefit Plan. The goal of this contract is to ensure compliance and provide oversight of the health benefit fund, which is essential for maintaining the integrity and efficiency of the state's employee health benefits program. The contract will be managed by the Kansas State Employees Health Care Commission (HCC), which oversees the operations of the health plan.

Work Details

The contractor will provide comprehensive audit services, including but not limited to: reviewing financial statements, assessing compliance with applicable laws and regulations, evaluating internal controls, and providing recommendations for improvements. The contractor is expected to deliver detailed reports on findings and ensure that all audit activities align with the standards set forth in the Request for Proposal (RFP). Specific deliverables include technical proposals, cost proposals, and any additional documentation required by the HCC as outlined in the RFP.

Period of Performance

The contract period is from January 1, 2027, through December 31, 2029.

Place of Performance

The services will be performed in Topeka, Kansas, or as directed by the Kansas Department of Administration.

Bidder Requirements

Bidders must have a minimum of five years of experience in providing similar audit services. They must comply with all applicable federal and state laws regarding employment practices and must not be engaged in any boycotts against Israel as per HB 2482. Additionally, bidders are required to submit a Tax Clearance Certificate from the Kansas Department of Revenue to confirm compliance with tax obligations.
