The Mechanical Product Test Center (MPTC) is looking to acquire a new CT system. The new system will expand the lab's capabilities to test coatings, measure dimensions, and examine the internals of parts & assemblies. The MPTC frequently receives test exhibits that are in the finished state including having the coatings applied and assembly completed. Technical requirements on drawing may be applicable before coatings were applied or may be inaccessible after assembly of multiple components. The CT system will allow measurement through coatings to allow dimensional inspection of coated exhibits, dimensional inspection of components in the assembled configuration, inspection of the internal soundness of parts, and inspection of the coatings themselves. Background The Mechanical Product Test Center (MPTC) is part of the Defense Logistics Agency (DLA) and is located in Columbus, Ohio. The MPTC aims to enhance its capabilities for testing coatings, measuring dimensions, and examining the internals of parts and assemblies. The acquisition of a new Computed Tomography (CT) system is intended to facilitate these objectives by allowing for dimensional inspections through coatings and evaluating the internal soundness of components. Work Details The contractor is responsible for providing one (1) new CT Inspection System that meets the following specifications: 1. Shall be new, not refurbished. 2. Supplied with an Operators Manual. 3. Scan volume of at least Ø5.3 inches x 6.7 inches. 4. High magnification volume of at least Ø0.08 inches x 0.3 inches. 5. High Resolution Volume of at least Ø0.43 inches x 0.59 inches. 6. Minimum Resolvable Feature <0.0004 inches. 7. Standard power outlet of 110V and 20A. 8. Fully operational without internet access or utilizing government secure cloud-based software with a permanent license. Additionally, the contractor must provide: - A minimum of 3 days of on-site training for up to 4 participants. - A 3-year preventative maintenance service and calibration contract starting after installation. - On-site installation and initial start-up support including diagnostics and verification. - Delivery costs included, with delivery completed within 120 days post-award. Period of Performance The period of performance shall be within 120 days of award. Place of Performance Delivery shall be to Defense Supply Center Columbus (DSCC), 300 North James Road, Bldg 17-3, Mark For: DLA Product Test Center, Building 9-2 (VTM Lab), Columbus, Ohio 43218-3990. Training will occur at DLA Weapons Support (Columbus) Product Test Center, 3990 E. Broad St., Columbus OH, Building 9, Section 2. Bidder Requirements The contractor must comply with all applicable installation and security policies as directed by the government representative, including background checks for facility access. Contractor personnel must ensure they meet identification requirements for accessing DLA facilities and are subject to security checks.
